Smaller than full-size railroads were a popular attraction in the past in public parks and amusement parks. A few, like Disney World in Orlando, or Six Flags Great America (Chicago/Gurnee,) still employ these tiny trains to move their guests around. But a considerable number have been lost as many parks no longer want to operate or maintain them, and the public doesn't have the attachment to railroading as it once did.
The are organizations that have saved and restored these trains and operate them for the public, letting you enjoy the sights and sounds of working steam locomotives in a considerably smaller package.
